1. Organizer and Promotion
The Leeuwarden Student City Foundation, located in Leeuwarden, is the organizer of the LEIP! 0.0 giveaway during the LEIP! Festival 2026.
The promotion takes place exclusively as part of the LEIP! Festival on September 10, 2026, and is of a temporary nature.
Rabobank is a co-sponsor of the prize. Unless otherwise specified in writing, Rabobank is not the organizer of the drawing and is not responsible for the administration or evaluation of entries.
The purpose of the promotion is to encourage a conscious alcohol-free choice during the festival and to normalize 0.0 among students.
2. Who May Participate
At the time of participation, the participant must be enrolled in a vocational (MBO), higher professional (HBO), or university (WO) program.
The participant must have legitimate access to the LEIP! Festival.
A participant may enter the drawing only once.
Employees directly involved in the organization, monitoring, breathalyzer testing, drawing, or administration of this promotion, as well as individuals who, due to their position, could influence the outcome, are excluded from participation.
LSC may request reasonable proof prior to payment that the winner was a student on the promotion date, such as a student ID or proof of enrollment. The educational email address on the entry ticket may serve as an initial verification, but is not conclusive if there is any doubt.
Participants must provide accurate, complete, and legible information. Incorrect or intentionally misleading information may result in disqualification.
3. Age and Minors
Students aged 16 and 17 are eligible to participate in the 0.0 giveaway. An additional consent procedure applies to minor participants.
By checking the appropriate box on the entry form, a participant who is 16 or 17 years old declares that he or she has obtained permission from a parent or legal guardian to participate in the sweepstakes.
LSC does not verify this parental consent in advance for every minor participant. If a minor is selected as a winner, LSC will contact a parent or legal guardian prior to the final awarding and payment of the prize to request and document their consent.
If the required parental consent is not obtained for a minor winner, the prize cannot be definitively awarded to that participant, and the claim to the prize will lapse. LSC may then award the prize to an alternate winner, subject to the same terms and conditions.
4. No Cost
· There are no additional costs associated with participating in the 0.0 giveaway.
· A regular admission ticket to the LEIP! Festival may be required for entry to the event, but no separate entry fee, purchase, or payment is required to be eligible to win the prize.
· Purchasing drinks, food, or other products does not increase the chances of winning and is not a condition of participation.
5. Start of Participation and 0.0 Wristband
· Upon arrival or at the designated LEIP! point, the student must indicate that he or she wishes to remain alcohol-free and participate in the giveaway.
· The student will then receive one special 0.0 wristband. The wristband is personal and may not be transferred, exchanged, or used by anyone else.
· A damaged or lost wristband does not automatically entitle the holder to a replacement. LSC may refuse a replacement if it cannot be reliably determined that the participant received the wristband legitimately.
· Simply wearing the wristband is not sufficient to participate in the drawing. The breathalyzer test and the correct completion and submission of the entry card are also required.
6. Remaining Alcohol-Free and Breathalyzer Test
· The participant voluntarily chooses to remain alcohol-free during the period of participation.
· At the end of the evening, the participant must report to Responsible Young Drivers within the time frame announced by the organization for a breathalyzer test.
· The participant must present a valid 0.0 wristband before the breathalyzer test is administered.
· Only a test result of 0.0 per mille is considered valid for this promotion.
· A result above 0.0 per mille will result in exclusion from the drawing.
· A participant who does not take the breathalyzer test, arrives late, refuses to cooperate with the test, or is unable or unwilling to perform the test according to the instructions will not be entered into the drawing.
· The measurement taken by the designated on-site administrator serves as the definitive operational verification for this giveaway, barring a demonstrable technical error or an irregularity immediately acknowledged by the organization.
· LSC and Responsible Young Drivers may have a test repeated if there is a clear technical error, a failed measurement, or another objective reason.
7. Participation Card and Agreement
· Only after passing a valid breathalyzer test with a result of 0.0 per mille will the participant receive or submit the official participation card.
· The card must include at least the following information: full name, the educational institution’s email address, and a cell phone number.
· The card contains an explicit statement of agreement to the terms and conditions of the promotion and a reference to the webpage where these terms are listed.
· The card must be filled out completely and legibly. LSC may declare an illegible, incomplete, or obviously fraudulent card invalid if the participant cannot be reliably identified or contacted as a result.
· The entry card must be submitted to the designated locked box no later than 11:59 a.m. on September 10, 2026.
· A maximum of one valid entry form per person may be included in the drawing. If multiple entry forms are submitted by the same person, LSC may remove all duplicate entries and retain one valid entry, or, if there are indications of abuse, exclude all relevant entries.
8. Drawing and Selection of the Winner
· One winner will be randomly selected from all valid entry tickets.
· The drawing will be conducted in an impartial and verifiable manner by or on behalf of LSC.
· LSC will maintain internal records of when the drawing took place, how many valid entries were included, who conducted the drawing, and how the random selection was made.
· Preferably, at least two employees or one employee and one independent witness will be present during the drawing.
· There is one grand prize winner. LSC may also draw one or more alternate winners in order, solely in the event that the grand prize winner does not meet the conditions or cannot be reached within the specified time frame.
· An alternate winner is only entitled to the prize after LSC has declared the entry of the previously selected person invalid.
9. Announcement and Contacting the Winner
· The winner will be contacted personally via the provided educational email address and/or phone number.
· LSC may announce on its channels that a winner has been selected. Publication of the winner’s name, photo, program of study, or other personally identifiable information will only occur with an appropriate legal basis and, where necessary, separate consent.
· The winner must respond within five business days of LSC’s first attempt to contact them.
· If the winner does not respond within this period after at least two attempts to contact them via at least two of the provided contact channels, LSC may award the prize to the first alternate winner.
· If, upon verification, the winner is found not to have met the terms and conditions of the promotion, his or her claim will be forfeited, and LSC may award the prize to a reserve winner.
10. The Prize
· The only prize is a cash award of €2,694 net.
· LSC pays this amount directly to the winner as a contribution toward tuition costs.
· The amount is the same for every eligible winner, regardless of educational level, nationality, tuition fees, statutory tuition, institutional tuition, books, housing, or other actual tuition costs.
· The prize is therefore not a reimbursement of actual expenses incurred and does not have to correspond to the amount the winner personally pays for an academic year.
· The winner is not required to submit invoices or proof of payment for tuition to determine the amount of the prize. However, LSC may require proof of student status.
· The prize cannot be increased if the actual study costs exceed €2,694, nor will it be reduced if the actual study costs are lower.
· The prize will not be awarded in the form of goods, gift certificates, or any other form of value, unless this is later agreed upon in writing with the winner without adversely affecting the winner’s position.
· Payment will be made to a bank account in the winner’s name or, in the case of a minor winner, in the legally permitted manner following verification by a parent or legal guardian.
11. Gambling Tax and Other Tax Implications
· According to the tax advice received for this promotion, gambling tax is due on the prize.
· Communications to participants are based on a net prize of €2,694. LSC will therefore cover the gambling tax due on this prize and handle the filing and payment of the tax.
· As a result, the winner will receive a net amount of €2,694, and LSC will not withhold any amount from this sum on the winner’s behalf.
· Other potential consequences of receiving the prize, such as those related to income tax, benefits, government payments, or other income-dependent programs, depend on the winner’s personal circumstances.
· It is the winner’s responsibility to determine the personal implications of receiving the prize. LSC does not provide individual tax or benefits advice on this matter.
12. Personal Data and Privacy
· LSC processes the information on the entry card solely for the purpose of conducting and administering the giveaway, verifying eligibility, conducting the drawing, contacting the winner, and delivering the prize.
· No more data than is necessary is collected for the drawing. Therefore, the entry card does not request a date of birth, home address, social security number, or bank account number unless it is necessary.
· After the drawing, the winner may be asked to provide additional information necessary for verification, payment, tax administration, or legally required retention obligations.
· Data and physical entry tickets of non-winners will be destroyed no later than four weeks after the final awarding of the prize and the resolution of any complaints, unless a legal obligation or ongoing procedure requires longer retention.
· The winner’s data will be retained for as long as necessary for payment, tax records, and other legally mandated retention obligations.
· Entry data will not be used for newsletters, marketing, or other purposes without a separate valid legal basis. Participation in the giveaway may not be made contingent upon marketing consent.
· The physical entry tickets will be stored securely during and after the promotion and will be accessible only to employees who need this information for the promotion.
· The webpage containing the promotion terms and conditions includes a link to LSC’s privacy statement and provides a way to contact LSC regarding privacy questions.
13. Photos, Videos, and Publicity
· Winning the prize does not automatically mean that the winner is obligated to participate in photography, video, interviews, or promotional materials.
· If LSC or Rabobank wishes to feature the winner in a recognizable manner for communication purposes, separate consent will be requested to the extent required by law.
· Refusal to participate in additional publicity may not result in forfeiture or reduction of the prize.
14. Fraud, Abuse, and Disqualification
· LSC may disqualify a participant in the event of fraud, manipulation, transfer of an entry form, multiple entries, intentionally false information, influencing the test or drawing, threatening employees, or any other abuse that hinders the fair conduct of the promotion.
· Disqualification is based on concrete and reasonable grounds. Where possible, the reasons for declaring an entry invalid are documented internally.
· If, after the drawing, it becomes apparent that the winner committed fraud or did not meet the terms and conditions, LSC may revoke the award as long as the prize has not yet been definitively awarded.
15. Force Majeure, Malfunctions, and Changes
· LSC may adjust practical implementation measures when necessary due to safety, technical issues, weather conditions, instructions from authorities, a malfunction, or other circumstances beyond LSC’s reasonable control, provided that participants’ standing and chances are not unreasonably disadvantaged.
· Essential terms, such as the prize amount, may not be changed during the promotion to the detriment of participants.
· If a technical problem affects the reliability of the breathalyzer tests or the drawing, LSC may temporarily suspend the relevant step, repeat it, or implement another verifiable solution.
· LSC will communicate any significant practical changes as soon as possible through the available festival and online channels.
16. Liability
· LSC will conduct the promotion with due care, but is not liable for any damage arising solely from a participant providing incorrect contact information, missing a deadline, or being unreachable.
· Nothing in these terms and conditions excludes liability to the extent that such exclusion is not permitted under mandatory law.
· LSC is not responsible for any personal tax or income-related consequences of the prize to the extent that the law does not impose such responsibility on LSC.
17. Complaints
· Complaints regarding the giveaway may be submitted in writing to Stichting Leeuwarden Student City via the email address listed on the promotion page.
· A complaint must include at least the complainant’s name, contact information, a clear description of the complaint, and, if relevant, information regarding participation.
· LSC will acknowledge receipt and will endeavor to respond substantively to the complaint within a reasonable period of time.
· If the promotion qualifies as a promotional game of chance under the Code of Conduct for Promotional Games of Chance, a participant may also bring the matter to the attention of the Gaming Authority after LSC has addressed the issue.
18. Final Provisions
· The promotion is governed by Dutch law.
· In cases not covered by these terms and conditions, LSC will decide in a reasonable, verifiable manner consistent with the purpose of the promotion.
· If any provision is found to be invalid, the remaining provisions shall remain in effect to the greatest extent possible.
· The most current version of these terms and conditions, published prior to the start of the promotion, is available on the official LEIP!/LSC website, which is listed on the entry card and in all communications.
